This picture is a still from the soon to be broadcast mock documentary "Death of a president" which controversially depicts the assassination of George W Bush. They used archive images, actors and CGI to create the realistic scenes that have outraged Republicans and pundits calling it "shocking and disturbing".

Politics and taste aside, it does look very skilfully done plus shows the ability of a picture to move people and cause debate!
